NordVPN is based in Panama, as the country has no mandatory data retention laws and does not participate in the Five Eyes  or Fourteen Eyes alliances. It was developed by Nor Security, a company that builds cybersecurity solutions founded by Tom Okman. Its offices are located in Lithuania, UnitedKingdoms and the Netharlands
